Why small arms and not cluster bombs?

The US administration is all hot and bothered to join the UN campaign to “ban small arms.”
Noble, right?
If so, then why are they OK with land mines and cluster bombs, so much so they will not join international agreements to ban those gruesome weapons?
Would you believe there’s a dollar in it?
(You’ll recognize the names of some of the banks that push them. )

Without contesting the article the answer is based on a non comparable situation. The bomb are in place of sending ur troop there to be killed as Bush an present “HOT GUN” Republican want to to, Having been married to an Air Force Fighter Pilot it sounds like a preferable way to inform those terrorist better not even thing of setting up any base for attack on us. The other issue, while the government forces cannot protect me I would not argue with people having means to defend themselves If we start a campaign to stop the
avalanche of violence by our so called entertainment industry. But for Machine guns those are weapons of war, they belong in a military arsenal an not for sale. Finally, the 2ND Amendment is always quited in part only, it states “people’s right to bare arms and a regulated Militia…” To me it implies one can have these arms if they are part of the Militia. In those day voluntary citizen soldiers militia had to buy their own guns.
